Chinese gaming tycoon Xu Bo (48), founder of Duoyi Network, has fathered over 100 children with American citizenship through California surrogacy, according to Wall Street Journal and CBS investigations - despite surrogacy being illegal in China. The case surfaced when his name kept appearing on parentage petitions in LA courts. In a confidential 2023 hearing, Xu appeared by video and said he wanted 20 more sons to inherit his business, calling boys better suited to run it. Though such petitions are usually approved, Judge Amy Pellman denied his requests.

Children were reportedly cared for by nannies in Irvine, with Xu admitting he'd never met some of them. Each arrangement cost $150,000-200,000. His company confirmed "over 100" children, while ex-partner Tang Jing alleged the number could reach 300 - which Xu denies, claiming custody of just 12. Surrogates said they weren't told who the father was or that others were simultaneously pregnant with his children.
The case exposed US regulatory gaps - no background checks or limits on surrogate numbers, and automatic citizenship for babies born on US soil. The FBI and Homeland Security are investigating possible trafficking violations, while Senators Tom Cotton and Rick Scott are citing the case to push legislation blocking citizens of countries like China from using this route to secure US citizenship.
