When you apply for a passport in India, you pay 1500 rupees on the official government website. This single payment covers every step of the process, including the police verification. The central government sends money directly to the state police department to handle these checks. Because of this, the official cost of police verification is zero rupees. An officer has no legal right to ask you for even one extra rupee, whether they call it a fee, station expense, or routine formality. Demanding cash for this service is a crime under anti-corruption laws.

Despite this clear rule, many officers ask for 500 to 1500 rupees when they verify an applicant. They often say that everyone pays it or claim it is just a standard procedure. Most people hand over the money quietly because they are scared. They worry that if they refuse, the officer will reject their application, delay their file, or ruin their plans for jobs, college admissions, or foreign travel. The officers know people are anxious, and they use this fear to collect money without resistance.

A police constable does not have the power to simply cancel your passport on a personal whim. By law, an adverse or negative report can only be filed if you have an active criminal case in court or if your address is completely fake. Even if an officer lies and files a bad report because you refused a bribe, your passport is not automatically canceled. The Regional Passport Office sends you a formal inquiry letter first. You can go to the passport office in person, show your real identity and address proofs, and request a fresh inquiry. When higher authorities look into it, the officer who filed the false report faces serious disciplinary trouble.

You do not need to argue or start a fight to protect yourself. If an officer asks for cash, never say that you are broke, because that only encourages them to bargain for a smaller amount or ask for an online transfer. Instead, calmly ask for an official government receipt or a government payment link so you can pay right away. Since no officer can create an official receipt for a bribe, they usually back off. Keeping two neat photocopies of your Aadhaar card, electricity bill, and other standard documents also ensures they have no procedural excuses to trouble you.

If you are on a tight deadline and worry about immediate delays, you can stay calm and take action after your passport is safe. Let the verification finish without making a scene, and keep a quiet record of the officer's name, phone number, and station. Once the physical passport arrives at your home through the post, your file is closed and cannot be harmed. You can then safely lodge an official complaint with the Anti-Corruption Bureau, report the incident on the Passport Seva portal using your file number, or write directly to the district superintendent of police. The scam continues only because fearful applicants keep paying, but the law is completely on your side.
